The Citizens of Kyrat are the main people that live in country of Kyrat. They are civilians and are easily scared of anything from rocks to explosions to animals. They will speak to Ajay as he passes them and will drive around in civilian cars like the Darrah and the Stryus and a mini van. The player is not allowed to kill them.
They can also be spotted as hostages in side missions as well as karma events. They fear the Royal Army and Royal Guards, and any predator animal such as Honey Badgers, Tigers, Bears, Snow and Clouded Leopards and Eagles and even charging Elephants and Rhinos as well.

- Their main language is Hindi as can be heard in Shanath Arena, but they do speak English as well. They give you hints sometimes as males will sometimes say "If I was fighting, I would check on bodies for supplies and Ammunition" which can reference to players who loots bodies of Soldiers.
- It is also revealed that they prefer the Royal Army more than the Royal Guards, as they state that the Army is at least from Kyrat.
- It remains unknown who is the Yalung-worshiping serial killer called "The Goat" that left behind Masks of Yalung, main suspects include 2 citizens of Kyrat, the radical monk Dhami, and a Royal Guard Charger in The Goat's Lair.
